Start here: if you handle under about 50 enquiries a day and one or two people can cope, you do not need a provider at all — the free WhatsApp Business App is enough. This comparison is for businesses that have outgrown it. For those, the practical ordering for a Singapore SME runs: YCloud (free forever tier, Growth US$39/mo, states zero markup on WhatsApp messages), Moobidesk (free forever plus Standard SGD 45/mo, support-desk oriented), DoubleAM (platform fees around SGD 30.90/mo total, done-for-you setup for companies with no technical staff), ADVERGREEN (from S$59/mo, local setup and training), SleekFlow / Respond.io (US$149–349 / US$79–279, stronger omnichannel and automation), Wati (rupee-denominated, simple automation), and Sinch / Gupshup / Moobicast (quote-only, enterprise and high-volume). Meta's messaging charges sit on top of every platform fee — and those rules changed on 1 October 2026.

Two disclosures. First, the product details below come from a comparison article published by one of the providers, which listed itself first — almost every "best WhatsApp provider" list online is written by a platform in the list. Verify current pricing on each vendor's own site. Second, Mayson AI does not resell or earn commission on any of these platforms. The position here is: most readers do not need one, and here is how to compare if you do.

First: Do You Need the API?

Getting this wrong makes everything that follows a waste.

  • Your situation: Under ~50 enquiries/day, 1–2 people handling | Verdict: Use the free WhatsApp Business App
  • Your situation: Enquiry volume exceeds what one person can answer | Verdict: Consider the API
  • Your situation: 3+ people need the same number simultaneously | Verdict: You need the API
  • Your situation: CRM or order-system integration required | Verdict: You need the API
  • Your situation: Automated order confirmations / appointment reminders | Verdict: You need the API (and note these are now billable)

The free app does more than most people realise: auto-greeting, away message (after-hours auto-reply), quick replies for your five most common questions, and conversation labels (new enquiry / quoted / following up / won / returning customer).

That set already solves the biggest leak in Singapore SMEs — a customer messaging at 9pm, getting a reply at 10am, and having booked elsewhere by then.

Do not upgrade because the API looks more professional. You take on a platform subscription and Meta's per-message charges, and at low volumes the subscription rarely buys proportional value.

Meta's Message Charges Are Separate — and Changed on 1 October

Settle this before comparing platform prices, or your budget will be wrong.

No provider's platform fee includes Meta's messaging charges. When YCloud says "zero markup", that means it does not add margin on top of Meta's rates — not that messages are free.

What changed on 1 October 2026:

  • Billing moved to per delivered message
  • Customer-service replies stopped being free: the first 1,000 service messages per business phone number per month are free, charging starts at the 1,001st, and the allowance does not roll over
  • Utility replies inside the open 24-hour window have no free tier
  • "Rest of Asia Pacific" marketing rose from US$0.0732 to US$0.0842 per message; utility, authentication and service stayed at US$0.0113
  • The key shelter: when a customer opens the chat via a Click to WhatsApp ad or a Page CTA button, your replies are free for 72 hours (except Meta Business Agent)

Singapore is not listed separately on the public rate card and normally falls under "Rest of Asia Pacific", though some markets reportedly moved out of the "Rest of" groupings on 1 October — confirm against Meta's own rate card.

What this means for choosing a provider: since customer-initiated conversations carry a 72-hour free window, how well a platform manages Click to WhatsApp entry points and their reporting now matters more than how its inbox looks.

The Ten, Compared

Pricing as stated in the source article; may have changed. Meta message charges additional.

Starting small

1. YCloud

  • Price: Free forever US$0; Growth US$39/mo; Pro US$89/mo; Enterprise US$399/mo. States zero markup on WhatsApp messages
  • Features: shared team inbox, bulk broadcasts, AI agents, no-code chatbots, Shopify and Zapier integration, CTWA ads analytics
  • Suits: businesses wanting a free start plus AI-driven marketing and automation
  • Note: the source comparison was published by YCloud and lists itself first — verify its claims independently

2. Moobidesk

  • Price: Free forever; Standard SGD 45/mo; Enterprise custom; 20% yearly discount
  • Features: multi-agent inbox, AI chatbots, ticketing, skill-based routing, omnichannel (WhatsApp, SMS, email, voice, web chat)
  • Suits: customer support and contact-centre teams
  • Note: built around support ticketing; marketing broadcast is not its strength

3. DoubleAM

  • Price: platform fees around SGD 30.90/mo total (GoHighLevel SGD 19.90 + WhatsApp API SGD 11); implementation quoted separately
  • Features: done-for-you setup, chatbots, broadcasts, WhatsApp Flows, CRM sync, follow-up sequences via GoHighLevel
  • Suits: small and medium businesses with no in-house developers
  • Note: low monthly fee but implementation is extra — get the total; built on GoHighLevel underneath

4. ADVERGREEN

  • Price: Lite S$59/mo; Growth S$209; Scale S$299; up to 20% yearly savings
  • Features: broadcasts, multi-agent inbox, AI chatbots, drip campaigns, CRM tools, Stripe payments, Facebook and Instagram channels on higher plans
  • Suits: SMEs wanting broadcasts, automation and CRM with local setup and training
  • Note: priced above YCloud at comparable tiers; the premium buys local hand-holding

Growing teams

5. SleekFlow

  • Price: Free; Pro AI US$149/mo; Premium AI US$349; Enterprise custom
  • Features: omnichannel inbox (WhatsApp, Instagram, Messenger, SMS, web chat), AI agents, Flow Builder, Shopify and CRM integrations
  • Suits: growing teams managing several channels and customer journeys
  • Note: materially pricier than the local small platforms; if you only use WhatsApp, you are paying for omnichannel you will not use

6. Respond.io

  • Price: Starter US$79/mo; Growth US$159; Advanced US$279; Enterprise custom
  • Features: omnichannel inbox (messaging, email, chat, calls), AI agents, workflow automation, lifecycle management, CRM integrations
  • Suits: high-volume B2C sales and support teams needing advanced automation
  • Note: powerful automation, correspondingly complex to configure for a small team

7. Wati

  • Price: Growth ₹1,999/mo; Pro ₹4,499; Business ₹13,499 (rupee-denominated), plus charges by message volume and users
  • Features: no-code chatbot builder, bulk broadcasts, shared inbox, Shopify / HubSpot / Zapier integrations
  • Suits: smaller, non-technical teams wanting simple WhatsApp automation
  • Note: rupee pricing means currency exposure; confirm Singapore support hours and timezone

Enterprise and high volume

8. Moobicast — quote only. High-volume broadcasts, notifications, OTPs, WhatsApp Flows, catalogues, payments, Click-to-WhatsApp ads. Suits enterprises, government bodies and high-volume SMEs.

9. Sinch — usage-based, varying by message category, destination and volume; contact for Singapore pricing. Adds SMS, MMS, RCS, email and voice. Suits enterprises with high volumes across channels.

10. Gupshup — usage-based; platform and Meta fees may apply separately; contact for a Singapore quote. AI agents, journey automation, WhatsApp Flows, commerce and catalogues, WhatsApp Pay in supported markets. Suits large enterprises with complex journeys or multi-market operations.

Six Questions to Ask Before Signing

Whichever you pick:

  1. "Does the platform fee include Meta's message charges?" Almost never. Ask specifically whether they add margin on Meta's rates, and how much.
  2. "Who owns the WhatsApp business number?" The number and Meta Business account must be in your company's name with you as admin. Held in the provider's name, switching platforms means starting over — this is the biggest trap in the category.
  3. "Can I export conversation history and contacts if I leave?" Ask about the format.
  4. "Can I see Click to WhatsApp ad performance?" Given the 72-hour free window, this is now a priority feature rather than a nice-to-have.
  5. "Is there local support, and in which timezone?" Something breaks at 9pm Singapore time — who answers.
  6. "Minimum contract term and price-change terms?" Annual discounts look good, but WhatsApp's billing rules already changed once this year.

Compliance Does Not Change With the Platform

Singapore's PDPA requires consent for marketing messages, and the Do Not Call registry applies before sending marketing messages to local numbers — WhatsApp marketing included.

Keep two categories apart:

  • Transaction-related notifications — order confirmations, delivery status, appointment reminders
  • Promotional messaging — needs prior consent and a clear way to stop

Practical step: use a separate, non-pre-ticked consent checkbox when collecting numbers, and archive the record with timestamp.

Never buy phone number lists for broadcasting. It breaches PDPA and gets accounts banned — and WhatsApp's appeal process for business numbers is unforgiving. Losing a number you have used for three years costs more than any campaign earns.

Frequently Asked Questions

Q1: What is the real difference between the free app and the API?
The free app is one account on one phone, with auto-replies, quick replies and labels — but limited multi-user access, no system integration and limited broadcasting. The API supports simultaneous agents, CRM integration and automation, but adds a platform subscription plus Meta's per-message charges. Under roughly 50 enquiries a day, the free app is usually better value.

Q2: Which provider is cheapest?
On monthly platform fees, DoubleAM is lowest at around SGD 30.90 (implementation extra); YCloud and Moobidesk both have free-forever tiers, with YCloud Growth at US$39 and Moobidesk Standard at SGD 45. But the platform fee is not the whole cost — Meta's per-message charges scale with volume and will exceed it at any real volume.

Q3: Can a provider hold my WhatsApp number hostage?
This is the risk to guard against. The number and Meta Business account must be registered to your company with you as admin. Put it in the contract, and ask about the migration process and data export format before signing. Held in the provider's name, you cannot take your conversation history or customer relationships with you.

Q4: How much will the 1 October billing change raise my costs?
It depends on your message mix. If most conversations are customer-initiated and close within the 72-hour window, very little. If you rely on outbound marketing broadcasts, costs rise — marketing went up roughly 15% in Rest of Asia Pacific and gets no volume discount. Export last month's message log, categorise it, then decide whether to change platform or change the flow.

Q5: Which one does Mayson AI recommend?
We hold no reseller or commission relationship with any of them, so we do not make a single recommendation. Our usual sequence with clients: confirm whether the API is genuinely needed (often it is not) → if it is, shortlist two or three on enquiry volume, omnichannel need and local support → put the six questions above to each, especially number ownership → start on a short term and review after a month.

Not sure whether to upgrade or get more out of the free app first? Book a consultation or WhatsApp +65 8858 6886 — we will look at your enquiry volume and flow before recommending any tool.
